The wind city, with its iconic central windmill (that got wrecked during the movie lol). Still, this is probably one of the most iconic locations in the entire Kamen Rider franchise. Every time Shotaro and Phillip henshin into Cyclone Joker form, the gust of wind spin the windmills across the city, creating a subtle implication of how Kamen Rider Double is a part of the whole city.
